It's not what you know. It's not who you know. It's who knows you.
I think everyone knows the age old expression, "It's not what you know, it's who you know." I couldn't disagree more. You may have met the CEO of your dream company, but unless you possess something that he values, you're just another one of the pack of people wanting something from them. It's all about who knows you. If you wrote down 15 people that you knew that could make getting a job a lot easier, how much have you done for any of them lately? How many of them know you, or what makes you special? The path to securing a career is riddled with leveraging connections, and those people will be more apt to help you on your path if you can help them on theirs. It can be as simple as picking a name of your list every week and doing something for them without asking for anything in return whatsoever. See you later.
